There were 4 bids in 1994 and only one from southern California:

Oakland
San Jose
San Diego
Phoenix

My understanding is that the city of Las Vegas would not support our
convention at that time of year.  One of our requirements to host an
APO convention is city support.  Most cities are begging for tourism
at that time of year and would love to have us.  Las Vegas isn't one
of them.  I don't know about Reno or Tahoe, but it would not surprise
me if the same were true.

It's amazing what you can retain from being a voting delegate, even 8
years later.  =)
