I guess I'm unsure why you'd want to change the pledging requirements from
semester to semester? Theta Upsilon's requirements are included in the
bylaws and are rarely changed. Once the chapter found something that
worked, they stuck with it. They maintained these requirements even with
membership fluctuations of anywhere from 15 to 50 brothers.
WARNING!... I'm going off on a tangent now... :-)
How you choose to codify your requirements may come to down to what your
chapter believes is the purpose of the pledge period and requirements. I
believe the pledge period exists to educate, engage, and expose people to
what APO is all about. The requirements reinforce that exposure -- to the
chapter, to the Brothers, and to service. As long pledges are being
engaged, does it really matter if they complete 10 hours versus 15 because
the chapter grew from one semester to the next? Also, consistent
requirements are much easier to promote during Rush because all Brothers are
on the same page (i.e. no new reqs to memorize). And, say someone expresses
interest in APO after Rush, wishes to pledge the following semester, and
asks about requirements -- what do you tell them? Granted, my perspective
is from that of a small/midsize chapter so I could be completely off base in
regards to teeny or huge chapters that have colossal membership
fluctuations.

Typically appending by-laws takes more than a simple majority vote which
may not necessarily allow the flexibility to change the requirements as the
size of the chapter changes. I know of several chapters that lay out
general requirements (e.g., pledges must do some service projects, get
interviews, etc.) in the by-laws then state the specifics (e.g., how many
hours, how many interviews, etc) will be laid out by the pledgemaster and
must be accepted by a majority vote of the Brotherhood each semester. How
do the chapters who have the pledge requirements in their by-laws handle
changing them? Just curious.
