I don't know about "no other ethnicities allowed", but higher education, and
most of society, was highly segregated prior to World War II. Blacks &
Whites (or Negros & Whites or Coloreds & Whites, depending on your precise
time periods) had seperate colleges, newspapers, hotels, sports leagues,
etc. even in areas where segregation wasn't legally enforced. Even
"integrated" college usually admitted only a very small number of African
American students. Simply by having a chapters that reflected the makeup of
the universities of the time, you'd expect the faces to be overwhelmingly
white. (As a society, we've come a long way in the last 50 years. Sometimes
it's easy to loose sight of just how much change their has been.)
Your chronology is definitely off. Taking a look at chapters charted at
historically black colleges and universities, the chapter at Howard
University was chartered
May 29th, 1948. The chapter at Central State University in Ohio was
chartered in 1950. The chapter at Florida A&M was chartered in 1952.
