There is also the scenario that even though the rules of candidacy under this
new concept may not _require_ a candidate to decide early enough to be in the
distribution, candidates who do throw their hats in the ring by the deadline
will have a distinct advantage over those who don't. If we set up a system that
gives such an advantage, it will have the effect of making participation in that
system an de facto requirement.
