No, the BSA Liason to Alpha Phi Omega has a vote. The ONLY members of the
National Board without vote are the National Executive Director, the
National Archivist and the National Legal Council...
(Article VI section 2 of the National Bylaws.)
However, from what I've heard from various board members, the BSA rep
doesn't normally vote if the vote looks to be close.
One other piece of information which may affect GSUSA's willingness to be
on our board. Unlike BSA, GSUSA *does* have an official college section:
Campus Girl scouts.
