This is not intended to bash Steve or anyone else who has made comments
along these lines - just a clarification that activity and decisions like
this can be and are frequently made in between the (twice annual) meetings
of the Board of Directors. If the individual committees were not able
to make and implement minor spending decisions, etc. in between meetings,
the Fraternity would grind to a halt at the national level, and the
Board meetings would have to be much longer than the current (already
somewhat painful :-) several hours.
