Almost certainly this time around. I remember seeing info on the last
sectional conference for S97 and I don't remember it being Conclave.

I guess, though according to the National Bylaws every section needs a
sectional conference every year and the explanation about Section 95 (and
94/96 later) is that this is the sectional conference for section 95 and
it is called conclave.

Local tradition, I guess.
I'm not even sure why New England/95/94&96 call it conclave.
But its a tradition that brings pride and,as I see it, has no real
downside. If every section called it something different (Section 55
Hausmeeting, Section 66 Campfire,etc.) it probably would cause confusion,
though.
