I'm currently setting up a similar project--a "Merit Badge University."
While both Boy and Girl Scouts could use projects like this, yo'll
probably have better luck with the boys, since at least in my experience
GSUSA requires more lead time.  Contact yor District Executive to set
this up.  Make sure you can get facilities at which to hold
classes--trst me, this can mean a lot of paperwork.  You also should
look into getting any facility fees waived by the appropriate Dean.  If
the class will go on for most of the day, you'll need food.  Pizza tends
to work well, but can be pricy, especially given the number of people
you might get to participate (I have almost 100 boys coming, pus adult
leaders) luckily, some places give special deals for non-profit
activities--I'm getting larges at $5-$6 each.  Also, I don't know how
big your pledge class is but you might want to run several different
merit badges, and possibly some rank req's.  Good luck with the project!
