Well, it seems like the answer to your question is that you need new bylaws.
Bylaws are not intended to be static and rigid.  They are supposed to
provide stability yet be dynamic with the changing times.  Chapters should
periodicaly review their bylaws every few years to remind themselves why
they operate in the way they do, and if there are any improvements that can
be made.

If your chapter plans to attend the Section 49 conference (Eastern MO and
Southwest IL) in April, I encourage you to attend my workshop on chapter
bylaws.
