At the Alpha Phi Chapter (years ago, it may have changed since),
we would put sealed nominations in the nominations box, which went to
chapter Awards Committee.  Also, the currently active DSK holders would
submit a nominations list to the Committee.  The Awards Committee would review
the nominations and vote on it.  I believe they took into the account the
number of nominations received on any particular candidate and the quality
of the candidate's contributions to the chapter in each of the 3 Cardinal
Principals.  Those deemed to haved have excelled in each of the three, over
a sustained period of time, were awarded DSKs.

The Awards Committee was usually appointed by the President and the Awards
Committee Chair.  The Chair was approved by the Chapter Exec and sometimes
by the Chapter as a whole.  People were encouraged to apply to be on the
Committee, but their names remained confidential to avoid any hard
feelings.  The group was always selected so as to represnet a wide cross
section of the chapter, avoiding having it run by a clique of friends.
The Committee also dealt with awarding all of the other major chapter awards
in a similar process.

In the 3.5 years I was there, I don't ever remember any big problems.  There
were a few grumblings, but those who received DSKs always deserved them.  We
also had a Senior Recognition Award (1 step below a DSK for graduating seniors)
and a Commitment Award for those who showed great commitment in one or
two of the Cardinal P's, but not necessarily exceptional in all three.

We usually had anywhere from 2-4 per year in an average chapter of 100-130
actives at any given time.  Usually not more than 3-5 active DSKs at any
given time.

If I have recalled falsely (it's been about 6.5 years), I apologize to the
brothers at Wash U in St Louis.  This process takes a lot effort to make it
work, and relies a lot on the nominations from the actives and the hard
work of a balanced Awards Committee.
