Flexibility of pledge period

Jen Tilbrook(sp?) mentioned flexibility of the pledge period helping. I
ran into something from one of the social greeks that in some ways was the
ultimate flexibility in pledge periods, the pledges didn't know when the
initiation was when they pledged. All of the requirements were objective,
but most were non time dependent in they were things like average score on
tests during the pledge period or have accumulated 5 hours in the
Fraternity House during each week of the pledging.

Would an APO chapter be able to do this, and if not, where does it
conflict with the standards? (Obviously not time in the Frat house, but
similar)
