Actually, quite the contrary. These days, many start planning on
going to nationals during the summertime, mainly due to the fact that
you need to plan at least 90 days in advance in order to get the best
airfare/transportation rates. Sure, there are some last minute
decisions by some brothers roadtripping to nationals, but I would
probably say that a good deal of brothers have decided that they are
going to nationals well in advance.

That is a valid point, but I think at a minimum, it would greatly help
things to at least appoint the committee chairpersons, as well as the
advisors to the committee, so that they can start becoming familiar
with running the committee, and start formulating a plan of attack for
the business at hand. If the committee chairperson and advisors know
exactly what they need to accomplish, and how much time they have to
accomplish it, they can get the job done more efficiently, which will
ultimately result in happier voting delegates!

Which academic calender? Some school start the third week of august,
some start the last week in august, some start right after labor day,
some start the second week of august! And most legislation is
currently being proposed by alumni, who (for the most part) aren't in
school anymore anyways! Not to mention that graduate students usually
aren't on the same schedule as undergrads, and usually start well
before as well!

Also, the main logic for pushing the deadline back to September 1
would be that a lot of very active brothers attend CPWs in the
summertime, and it is these very same brothers that are MOST LIKELY to
propose legislation for nationals. This gives an EXCELLENT
opportunity for them to discuss options and share ideas, and leaves
enough time after CPW (but before school starts again) to actually
work out their proposal and send it in. I would find it fairly
unlikely that, "Joe Average Brother," would propose legislation
because, "Joe Average Brother," may not necessarily know what's in the
national bylaws.
