I'm going to do something I don't do often and put my two cents in on
this subject.
This year's convention packet had the lowest number of submissions
from active brothers that I remember seeing since I've been a brother
(that makes it since the 1982 convention).
I don't think it makes sense to completely prevent alumni from
submitting proposals. However, I don't think it would be a real
hardship to require that proposals coming from individual alumni have
a chapter sponsor (proposals from the board are a whole different
matter). I also think that from a philosophical point of view this
would reinforce that it is the active chapters who are making the
decisions.
