I thought I'd post this bit of information in the hopes that it helps
answer the question of when a chapter may entrust both of its votes to 1
delegate.
In 1996, I was the Region VI Representative to the Reference Committee on
Rules and Credentials. We decided, since we alone had the final decision
on who got credentialed as a voting delegate and who did not, that if a
chapter had only ONE brother in attendance at the convention, that delegate
could hold both votes. If, however, a chapter had more than 1 brother in
attendance (a brother that met the criteria for being a voting delegate),
then 2 brothers would have to be registered as voting delegates and present
on the legislative floor for the chapter to have both its votes. This was
a decision by the committee; I don't think you'll find it in the National
Bylaws. My understanding is that this is common practice at convention.
Our committee chair, Bernard, is on this list, as is one of our committee
advisors, Tom Strong - they can correct me if my memory is faulty on this
point.
