Here is how I believe it is done. Please correct me if I am wrong. If
you have only 1 person going to the National Convention, he carries 2
votes. However, if you have more than one person going, and only one
wants to be a voting delegate, you loose your other vote because they see
it as it being possible to have 2 delegates there.
It stinks because I am haveing the same peoblem in my chapter.
