with reguard to the idea of locking in a vote, its generally a bad thing...
What is better, IMHO is to discuss the chapters reasons behind wanting
to go a certain direction. That way, if those issues are properly addressed
on the floor, or not addressed at all on the floor, the delegate can have
a good feel for how the chapter would want to go. Its not 100% perfect, but
nothing is... This does, however, leave the person the ability to think on
their feet, while still representing the spirit of what their Brothers
want...
