I think it could be looked at as both pro and con, but mostly pro.
Advisors may have more means at their disposal to attend a convention than
do undergrad brothers, especially if the convention is far removed from
the chapter. Because of the respect advisors are given by brothers, the
chapter may feel confident to give the advisors to opportunity to express
the chapter's opinion (in some cases, more confident than giving that
opportunity to some brothers).
Advisors, IMHO, also bring a sense of constancy to the chapter; long-term
advisors will remain with a chapter long after the four years (6? 8?) of
any one brother. They can serve as an active memory for the chapter, and
can vote in such a manner, if the chapter chooses. (This is where a con
falls; an advisor may choose to vote based on past experience with the
chapter, and not so much with what the current chapter wants. Some folks
just don't like change.)
The major con for having advisors vote at conventions is the fact that APO
is supposed to be a fraternity for college students, and they should be
the ones making the decisions. Plus, the students should have the
opportunity to have all the fun AND all the work that comes with
conventions.
