working on cleaning up user.mars volume

I noticed that the user.mars volume was in a, well, "inconsistent"
state. Athena had reused the mars username and uid for other users
since this volume was last used, and the original owner, Anita Hsiung,
had no access to the files. Also, the top-level directory had been
mistakenly chowned to the new user mars, several weeks ago. (See also
[0691] in SIPB-AFS-requests.)
I was able to contact Anita, and we're working on cleaning out her
sipb-cell volume, and her old athena-cell volume (she needs to former,
temporarily, to do the latter).
In any case, we should be able to get rid of the user.mars volume (and
user.mars-tmp) no later than the end of the month.
Incidentally, the mail web sent out on March 23 about SIPB sponsored
guest accounts was kind of inapplicable to this, since it went to the
current user mars (Gary A. Smiley), not to Anita.
