Mark Eichin told me to create it. I did. Presumably, you can put any
random perl code there that you think might be of interest. The
directory should be writeable by system:gsipb. (There is also a
system:perl-hackers; non-sipb people should be added to this list,
rather than putting them on the acl explicitly.)
I would think that this is in the same spirit as the elisp contrib
directory.
