New AFS backup software

The new AFS backup software works and is installed. (I have even demonstrated
it to <warlord>). The old backup database is in /usr/afs/backup.old on hodge.
The new directions are in /afs/sipb/project/newdump/HOWTO* and there is a
README file in /usr/afs/backup/ on hodge to remind people to look at the
appropriate HOWTO directions.

PS: There were a couple minor errors in the original directions, but they
basically pertained to locations of where to store log files. There was one
error in the "dump" command, but the real problem was that some conversion
had to be done to /usr/afs/backup before this software would run (I doubt
you got far enough to discover the missing / in one of the commands)
