ronald-ann upgrade

I am starting the process of upgrading ronald-ann. I will
periodically post my progress to this meeting so that people
will know what is going on.
First, I added priam.mit.edu to the sipb cell. Since it is not
a database server, this requires no change on the client and is
completely transparent. Priam is currently just as much a part
of the sipb cell as artemis is part of the athena cell.
I am now in the process of moving everything off of ronald-ann a
and b. Most of these volumes will go to priam a, but some will
go to elsewhere on ronald-ann because the amount of disk space
free on priam is about 10 megabytes less than the amount on
ronald-ann a and b combined.
