changes to HOWTO-BACKUP

I RCS'ized the HOWTO-BACKUP file and made the following changes to
it while doing the full backup last night:
1. Added a step at the end to change the local cell of the workstation
back to athena.mit.edu.
2. You type "quit" to exit from backup, not "exit".
3. Added instructions to compress all the log files in last/.
Also, I had to relable tape number 4 because the label on the tape
was in conflict with the instructions in HOWTO-BACKUP.
Now that I've got system:administrators and superuser access to the
cell, I guess I should be willing to deal with cell requests, so if
someone is inclined to add me to sipb-afsreq, go ahead....
