Announcing it to Transarc is less important, since no one besides us

Obiviously, make sure rc already has all three machines in it's local
CellServDB.

The correct incantation of bos create should DTRT (ie cause the db's
to be copied).

The weekly restart will cause this.

And probably at the same time as, or after it's replacement is added
to rc.
