Zephyr Class Filsrv ACL

We have seen a rise in the number of random people who are zephyring -c
filsrv with frivilous messages, many of them doing so in such a away that
indicate that it is not an honest mistake.  Since several instances of -c
filsrv reach nearly every athena user running zephyr at a given time this not
only is irritating, but puts undue burden on our zephyr servers.

In order to cut down the noise on the filsrv class,  Ops is considering the
following acl on who can send to -c filsrv

	rcmd.*@*
	*.root@*

The idea is to leave the class open enough to private workstation and private
cluster admins so that they can notify users of their services of shutdowns
and outages.  We do not want to take away any functionality from this class,
just reduce the abuse. 

rcmd.* will allow machines to send out shutdown notices with the Athena
'shutdown' or 'zshutdown_notify'.

*.root will allow anyone with a root instance to send out notices.  Since it
is recommended that people use a root instance for administrative work on
Athena machines, and User Accounts will freely give them out, we do not
consider this to be overly constraining.

If anyone thinks that this will be an undue hardship, please let us know.  If
there are no strenuous objections this will be implemented some time next
week.
