Volume creations on ronald-ann:/vicepg are taking 24 seconds, compared
to about five seconds for other partitions. I've also noticed
accesses to project.sipb-athena being rather slow.
Don't try to move anything onto ronald-ann:/vicepg for now. When we
get the new AFS server and replacement Micropolis disk, we can move
data off the Seagate disk, get it replaced again, and put the new disk
on the new AFS server.
