Increase quota on /afs/sipb/contrib/emacs ?

I would like the quota on /afs/sipb/contrib/emacs raised from 25M to 35M.
(or more if possibe, I'm not really sure how much would be appropriate.)
I think this is reasonable because Athena currently has emacs 18.59 still
around and we're keeping emacs18 compiled elisp files for some large
packages. In the idstant future the disk usage may decrease again when Athena
catches up with the rest of the world.
I would also like to do a more competent job of keeping GNUS 5 and September
GNUS up to date. currently there is not enough space to properly test a new
version without removing the old version first, which haresulted in soe
misinstalled packages being the only versions available.
