As far as I can remember, I made this as a temporary uid for Erik Kay
a couple of years ago. I'd be surprised if it was still being used
for anything. I'm actually somewhat embarrassed that it's still
around. 'find /afs/sipb -user 3100 -print' doesn't print anything, so
I'd go ahead and delete it.
