Care to explain why?

It is worth noting that anyone using the new CellServ.DB after the
change (18.181 only) will not be able to make changes to the cell
DB's, because they won't know about the sync site (on 18.70).  This
can be corrected, by only bringing up the 18.70 machine after teh
other 2 servers have elected a sync site.  The other option is to
leave the athena CellServ.DB with all four addresses until we remove
the 18.70 machine, since only people at MIT are likely to want to make
changes..

As for making an office machine a server temporarily, I suspect we
could live with it for a week or two, but it's not optimal.  Maybe we
should try to find a DECstation we can borrow for a week or two.
