   (5-1) As Alan Cox introduces sendmsg/recvmsg around Linux 1.3.20, 
	 we now have those system calls.

Do not assume that everyone running Linux has them.  For example,
anyone using PCMCIA Card Services (at least for certain types of
cards) needs to use the 1.2.x kernels for a while longer.  And some of
us just may not feel like updating.

Conditionalize it based on the info returned by the configure script.
