[In speaking of the powers granted to congress by the US constitution] for instance, Congress has the power to pass laws about minting money... I guess today would be a bad day to talk about declaring wars... (for the benefit of future readers: as of this morning, Pres. Clinton seemed very likely to send troops to invade Haiti.)
