mouse problems and display problems

First, my 2-button Microsoft mouse isn't functioning as 3 buttons under X
windows which makes accessing the quick menus (which pop up with the different
buttons) impossible. How do I fix it?
More importantly, I would like my configuration of X windows to have the
following settings as the default settings whenever someone logs into my machine:
Resolution: 1024x768x16bpp
and no panning (the view should be 1024x768)
I've tried repeatedly to make the changes manually by changing the order in
which the subsections appear in XF86Config file to no avail. What specfically
do I need to do or change to make that happen?
