It sounds like you don't have a libafs for your kernel.
Unfortunately, it doesn't look like there's a libafs for -current
right now (the last module in /mit/netbsd/afs is for 1.3H, and I think
-current is up to N by now, unless I'm confused).

I haven't built an AFS module in ages.  Maybe someone else will deal.
