New install floppy image for testing

In /mit/netbsd/release/athena-8.2/i386/floppies, there is a new floppy
image named "test-floppy.fs" which can install via NFS from sipb-nfs
as well as from AFS. By default, it installs via NFS. I've tested it
and verified that it creates the same installed filesystem as the AFS
install. I think it should be okay to recommend this image to users
who are having trouble with the AFS cache scan. I hope to make it the
default install floppy within a week or two.
