NetBSD 1.1 sparc passwd mystery

We recently installed NetBSD 1.1 on a Sun 4/260.  Everything was
working more or less well, and we created a few local user accounts.
We subsequently installed much Athena stuff.  Somewhere along
the line the passwd command broke for local users:

 > passwd
passwd: Permission denied

The result is the same for "/usr/bin/passwd" , "/usr/bin/passwd -l", etc.
The superuser *can* change local users' passwords using /usr/bin/passwd.

The file permissions of the files concerned, that I know of, are:

in /usr/bin:
-r-sr-xr-x  2 root  wheel    24576 Nov 21  1995 passwd*

in /etc:
-rw-------  1 root  wheel       1755 Aug 24 17:03 master.passwd
-rw-r--r--  1 root  wheel       1501 Aug 24 17:03 passwd

Does anybody have any idea what's going on?
