Radious is useful for authenticating people who are logging in to
terminal servers over a modem line, where you assume that (a) the modem
line won't be tapped by the government or the phone company and (b) the
person on the modem can't tap the network between the terminal server
and the Radius server.  (b) may be fixable if you encrypt between the
terminal server and the Radious server, but it still doesn't fix (a).
