running w/o proc fs?

I have attempted to run w/o the proc fs, but am unable to get the basic
networking utils w/o proc support. Is anyone aware of where I can find
/proc-less netstat, route, arp, etc... Or might be able to point me in
the direction of some code I can easily transplant? I'm not much when
it comes to programming, but I dabble. Thanks!
