add-single-device bizarreness

The problem:
   - U160 adaptec
   - remove-single-device, then add-single-device works fine
   - if you switch off the drive in middle, the next time it
     is re-added, it presumably doesn't negociate synchronous
   - (using an isolated bus backplane)

My question: (will try to use the source anyway :))
   -  is add-single-device supposed to cause renegociation for that
      device ?  That may not work unless there is some way we can tell
      the HA that this is a rescan.

This is a bit on the side of the `start unit' concern.
