JMR makes a very decent box, but cheap is not associated with Fibre Channel
yet, and I've not found yet a replacement for how end users w/o reseller certs
can buy them.
It's the disks you need to worry about to make sure that their f/w is
qualified for public loop if you want them to work correctly on a fabric, and
no, I don't know off hand which for which drives it would be.
The Qlogic 2100s and their clones (Performance Tech's PTI-470 and Antares,
what P-33?) will only work on a fabric with Brocade switches. The 2200s
can work with more.
A good source for cabling && GBICs is http://www.scsi-cables.com.
