Well, to end this saga, I sent the disk back to the manufacturer and got
a new one.  The new one works just fine.  I suspect the old one just 
went "lame".  As for the power consumption, this disk along with two
others and a CDROM are in an external enclosure with a 200W power supply.
I don't think it was the power.
