Linux doesn't enter into it... you need to make your BIOS sort
out your IRQs properly no matter what the OS.
First, hop into your BIOS setup. If you are allowed to, tell the
BIOS that every IRQ that anything on the ISA bus using is "reserved for
legacy P&P" or whatever your option is. Now disable whatever periphrials
you can. For example, if you can do away with your parallel port, you
get IRQ 7 back for some PNP device to drop into, perhaps freeing up 9,
which is a favorite spot for video cards.
(Your understanding of this whole process will be a lot better
if you can sit down and make a list of exactly what is on what IRQ. Bear
in mind neither your video nor your SCSI card is gonna drop down to an
8-bit IRQ.)
Now that you've done what you can with the firmware, play with
the hardware.
Try switching the PCI slot the video card is in with the one the
SCSI card is in. Try putting the video card in the first and the last
PCI slot. Play with any "bus mastering" options your BIOS offers. (No,
this is not a joke... I used to be a PC technician, and I had to deal
with this kind of junk all the time) Be patient, and hope your BIOS has
a boot-time IRQ display :)
Good luck! Chances are very good that you can make this
configuration work, unless you have every IRQ crammed full.
