Fail to detect NCR53C875 on Proliant7000

I am trying to configure the 2.1.107 kernel on a Compaq Proliant
7000 server. The kernel cannot recognize the NCR53C875 scsi card.
The kernel is compiled in the non-module mode with SCSI device,
SCSI disk, SCSI cdrom, and ncr53c8xx driver enabled. I've tried
all the combinations of PCI bios, and PCI direct access. None of
them works. However, with the same kernel configuration (with PCI
bios), the 2.1.79 kernel successfully recognizes the ncr53c8xx.
Any suggestions to solve the problem? If you need me to provide
more information, just tell me what to do.

Below is a comparision of PCI devices (with DEBUG mode) of
the two kernels. It seems that the problem is not the PCI bios
code since the 2.1.107 recognizes more devices than 2.1.79.
