unable to see more than 9 devs for two non-pci scsi cards

Using kernel 2.0.33 with one or more ISA scsi cards (or varying makes)
does not allow more than 9 devs from the OS. However, /proc/scsi/scsi
shows all devices are recognized and the drivers loaded correctly.
Trying to cat devs (let along mount them) does not work with the
error, "no such device or address". Mounting it gives the error
"no block device". We have determined it is not a cable or
drive issue since it happens with multiple cards and cables.
Early I reported the Buslogic/Adaptec conflict, but this problem
is not limited to these two cards but rather any cards where one
is an ISA card.
We have some patches in the kernel (i.e., raid, some early bug
fixes for 2.0.33, some driver code changes), but it does not appear
they would cause this problem.
