The answer is: It depends.

Some disks are more sensitive to spindown-related problems than others.
Some disks take more power to spin than others.  Some disks make more noise
when spinning than others.  Some applications are more sensitive to power
and noise than others. Making the right trade off depends on the application
and the drive.
