It seems to me that what you would need is a daemon that periodically polls
the bus to see what the current devices on it are, and then deletes the
registration of devices that have been removed and registers new devices.
That seems to be what the Apple O/S has, but I have no idea if there is one
available for Linux.  As far as I know Linux only polls the bus and does the
registration at boot.  Still, all the facilities required for the dynamic
operation are present (I think) and the details of the poll and registration
code are in the drivers.  It seems to me that it should be relatively 
straight-forward to write such a thing if it does not presently exist.  But
I am not volunteering to do so. ;-)
