The problem with the NCR controller probably lies in the IRQ.  I have an 
imbedded NCR controller on my motherboard (IRQ 9) with the same setup 
(100Mhz, Award BIOS).  In one of the CMOS setup screens you can change 
the first available IRQ for Plug-'n'-Play, try changing that to something 
above 11.
