I have an external CD-ROM, 
external device has to be already turned on when linux is booting up
for kernel to autodetect it so you can use it.

I haven't heard of any way to tell the kernel to recheck for SCSI 
devices, I think that would be considered hotswapping SCSI devices
and maybe somebody is working on that.
