No, it isn't meant for this. It is meant for finding out the subnet
mask of the LAN we're immediately connected to.
Since this (AFAIK) usually is done in other ways (configuration file or
maybe BOOTP?), it probably is not well supported.
And it really can't be used for this purpose, as there is no way to get
the address of a router supporting this ICMP request from the address
in the ICMP redirect request (the latter might contain a subnet
address).
