As described in the README.linux file, to help it's necessary to have the 
version numbers of
 - your kernel
 - your ppp driver (as shown on bootup)
 - your pppd daemon
before we have a hope of figuring anything out.

(Hint: if you're using pppd from ppp-2.1.2c with a late-model 1.2.x 
kernel, you need to upgrade to ppp-2.1.2d to fix a bug that does indeed 
destroy TCP performance.  You can tell if you have this particular 
problem if adding the -vj flag improves performance.)
