IP Bandwidth control?

I am using my Linux machine to act as a router between my office network a
T1 to the internet.  I'm looking for some sort of solution where I could
LIMIT the amount of the T1 bandwidth that I allow certain machines/devices
on my network to use.  

Ideally I would like to say IP xxx.xxx.xxx.xxx can only transmit/receive up
to a rate of 128K or so.  I'm just wondering if anyone knows of a package
that can do this sort of filtering or if this would even be possible??
