mean it happens on some of the lines and then, only sometimes, please
check the wiring. I had this problem (similar configuration) about a year
ago, and could not figure out that only one cable was faulty because I was
always switching modems/cables around. The problem (bad contact on the DCD
line) would occur after 4-5 connection/disconnection cycles on the faulty
line. 
 Since you changed your modems, inspect the serial ports on them very
carefully, I could see the problem on my faulty one, as compared to the
others: it was just not solid, moving slightly...
